Set the scene.
On 12 June 2004 Malta held its first election to the European Parliament. Twenty-seven candidates contested five seats.
Here’s the twist.
The familiar single transferable vote system was used, but the whole country formed one electoral district. That differed from general-election district boundaries.
Why it still matters.
The same voting method can operate at a different scale. Compare the ballot’s purpose and constituency before assuming every election chooses the same kind of representative.
